If you have this error in Flash AS3 and Classic ASP, here is the solution:

Error: Error #2101: The String passed to URLVariables.decode() must be a URL-encoded query string containing name/value pairs.

I had Classic ASP file and when I add URL-encoded value in it, it worked. Here is what I did:

This is the original line of string:
response.write("book" & number & "=" & (rs.Fields.Item("book").value)) & "&"

Here is URL-encoded:
response.write("book" & number & "=" & (rs.Fields.Item("book").value)) & "%26"
